Guns Seized in the UKA state House committee was to hear a new gun registration bill on Friday. House File 953, introduced by Rep. Paymar (DFL - St. Paul). It’s designed to eliminate private sales of handguns and semiautomatic rifles. The bill specifies that sales or purchases of such guns must be transacted with a federally licensed firearms dealer.

This bill would prohibit private sales of guns between private parties. To sell a gun to a neighbor, one would have to first sell the gun to a licensed dealer for the neighbor to repurchase it from. Likewise only authorized dealers could sell guns at a firearms collection exhibition, or gun show.

In addition, the waiting period for regulated gun purchases would be lengthened to 7 business days (which means 9 actual days) after an agreement to transfer is delivered to the county sheriff or local chief of police.

As is almost always the case with gun control legislation, this bill will in no way keep guns out of the hands of criminals. It will only affect law-abiding citizens, stripping away our basic right to conduct private transactions while increasing costs, bureaucratic oversight and hassle.

This rights-trampling bill’s first stop will probably be the House Crime Victims/Criminal Records Division Committee, which was scheduled to hear the bill on Friday, March 6th. That hearing has been cancelled.

Take Action: Contact the members of the committee and let them know what you think of this bill.

Re: Bill Banning Private Firearms Sales Lurking    By Barb on 3/6/2009
Hopefully law abiding citizens will keep their weapons. Maybe those with abundant supply can give them as gifts to those law abiding citizens who may be in need? Although I see the point plain as day, this government, these legislators continue to defy logic and reason. As it seems, the government is subconsciously diminishing civil law. And apparently against the protection and defense of law abiding citizens.

This liberal looser Paymar has been in power for 13 years. What's with the knuckle-heads in St. Paul that continue to elect that Communist. WAKE UP MINNESOTA.

Actually, the bill doesn't even allow guns to be given as gifts. It requires any transfer of ownership to involve a licensed firearms dealer as either the buyer or the seller.

I do not understand why government feels the need to try to control gun sales of any kind. It will not stop killings with guns. People choose to use any type of weapon to do harm to another. It could be a knife, bomb, noose, whatever. Is the feds going to regulate those items also??
